Madaya and Al Zabadani activists  observed what they called an “unconventional” garrison of Hizbollah on the Zabadani plain.
Starting the beginning of this year (2016) Hizbollah started a geographical transformation on the Zabadani plain (10 kilometres from the Lebanese border) and around it. This transformation started by uprooting more than half a million fruitful trees, landfilling water wells, changing the roads, and constructing new ones.
The sources from inside areas controlled by both the Syrian regime and from the revolutionaries spoke about night activities in Al Zabadani  plain, specifically on the Marj Al Tal hill, which is a small hight not more than 22,500 square meters.
The first week of January 2016 Hizbollah had demanded of the owner of the houses on the main road of Madaya -Al Zabadani to evacuate their houses in 48 hours, and it destroyed some of those houses and kept others empty. And on  January 22 Hizbollah attacked many points around Madaya to push the defenders of the sieged town back and prevent them from firing toward many locations, including Marj Al Tal.
In conjunction with the ceasefire (27 of February) The activists noticed the constructions over Marj Al Tal, Where the night activities of Hizbollah had elevated the high from 15 to 35 meters over the main land.
Sources inside the regime controlled areas observed six wheel trucks entering the restricted area by night full with blue barrels and going out filled with sand. And none of the regime supporters or the officers of the Syrian Army loyal to the president Bashar Al Assad is permitted to enter this area.
Starting the second half of March sources started to talk about new four wheel vehicles entering the restricted area, and disappearing for a few hours.
According to soldiers collaborating with the revolutionary activists, this site is flying a Syrian flag, but it’s controlled by Hizbollah, and its fighters prevent any one from coming close to this area, or driving on its roads.

But no source, whether inside the areas controlled by the regime or the areas controlled by the revolutionaries, could say what kind of materials were inside the thousands of barrels stowed in this construction site.
Marj Al Tal is just the entrance of an underground site, as we can conclude from the quantities of sand and soil moved out of the area. And based on the period the work has taken, this site is a huge one underground, and could be anything except for an ordinary military base or barracks, knowing that Madaya includes only 200 fighters, and Al Zabadany almost the same, where there are fewer than 200 fighters trapped in 1 square kilometre.
In addition to the fact that the tunnels between Syria and Lebanon constructed by Hizbollah in Sergaya and Humairat and Shaara function normally and have never been targeted by the Israeli Air force. And the same goes for the weapon depots in the Qalamoun district.
All sources assure that the Marj Al Tal hight is just the entrance of an unusual, but as yet, unknown facility.
